Strengthen the anti-theft lead seal management of measuring instruments. The clamp seal of measuring instruments (commonly known as lead seal) is a kind of qualified seal for measurement verification. It is a measure for the quality and technical supervision department to preserve the measurement performance of measuring instruments. There are two kinds of factory lead seals (hereinafter referred to as factory seals) and verification lead seals by the quality and technical supervision department. From the management of measuring instruments for many years, lead sealing has played a great role in strengthening the management of measuring instruments, but many problems have been exposed in practical work, mainly including:
1、 Reliability of manufacturer's lead seal. Article 21 of the detailed rules for the implementation of the measurement Law stipulates that "measuring instruments without product qualification seal and certificate or unqualified after verification are not allowed to leave the factory". Therefore, some measuring instruments such as pressure gauge, fuel dispenser and X-ray machine shall be sealed when leaving the factory. Generally, in the verification of measuring instruments, the factory seal will not be replaced as long as the allowable error of newly manufactured, repaired and in use measuring instruments does not exceed the tolerance. After the implementation of the measurement Law, the manufacturer has strictly managed the factory seal, so that the management of measuring instruments can operate normally according to law.
However, in recent years, driven by the desire for profit, some manufacturers or manufacturers' maintenance personnel have used factory seals to make it easy for criminals to tamper with and seal data, so that illegal vendors can make huge profits. This brings difficulties to the management of measuring instruments and illegal treatment. Some illegal facts are difficult to find in time. Even if the inaccurate measuring instruments are found, it is difficult to distinguish between human factors and mechanical faults. For example, in the measurement verification of fuel dispensers, the lead seal of the metering pump is generally replaced, while the lead seal of the sensor is immovable, but the sensor part has important measurement parameters. If this parameter is changed, the measurement data of the fuel dispenser will change greatly. Some lawbreakers take advantage of this loophole to engage in illegal activities. When they learned that the law enforcement personnel inspected or verified, they sealed the relevant parts of the fuel dispenser with factory seal on the pretext of the manufacturer's maintenance, making it difficult to carry out the investigation and punishment.
2、 Disorderly management of lead sealing. As there are several lead sealing pliers in some technical institutions, which are convenient at ordinary times, they are not managed in strict accordance with the measures for the administration of metrological verification seals and certificates, which also brings problems to the lead sealing management.
3、 The anti-counterfeiting technology of lead seal is poor and it is easy to forge. The lead seal is generally simple. Once it is imitated and used, it is equal to all the measurement data of the measuring instruments are exposed, resulting in all the measurement instrument data out of control, unable to be fortified and managed.
